Texas Department of Public Safety Director Steven McCraw says children called 911 from inside the Uvalde elementary school where a gunman massacred 19 students and two teachers. Authorities say nearly 20 officers stood in a hallway outside the classrooms for more than 45 minutes before Border Patrol agents used a master key to open a door and confront the gunman.
“It was the wrong decision,” the DPS director now says.
